Owner of Southside home ‘terrorized' neighborhood, family said

The brother of the owner of a home where authorities found human remains said he terrorized the neighborhood.

The Southside home is owned by Russell Tillis, 54. He has been in and out of jail for decades.

Russell Tillis’ brother, Claude, told Action News Jax that his brother has been terrorizing the neighborhood for decades and he has the criminal past to prove it.

Investigators found a body inside Russell Tillis' home on Thursday.

Action News Jax found that Rusell Tillis’ criminal past dates back to the early 1980s and there are multiple injunctions filed against Russell Tillis by his neighbors.

In one report, a woman said: “The police have been called out to my house 20 or 30 times.” The police reports said Russell Tillis constantly harassed his neighbors, and one claimed to have seen Russell Tillis tie a prostitute to a fence.

Russell Tillis was arrested in 2012 for sexual battery on a prostitute, and the report said he became forceful with her and then left her on St. Augustine Road. Then in April 2015, officers were called to the neighborhood, and the police report called Russell Tillis "a known nuisance in (the) neighborhood."

The Jacksonville Sheriff's Office has been called to the home 80 times since January 1, 2011, according to JSO records.

Neighbors told Action News Jax that they have been living in fear and hope this will be the end.
