A 19-year-old had alcohol and marijuana in his system when he hit and killed two people on the side of a Jacksonville road, according to police.
Sherman Morris turned himself in Tuesday on charges of vehicular homicide and driving under the influence.
Morris is accused of hitting and killing two people Oct. 30 in the 8100 block of New Kings Road.

Police said Morris was driving 78 mph when he lost control of his 1997 Jeep Grand Cherokee and hit Selina Tobler and Anthony Jacobs, who were on the side of the road.
Morris' Jeep flipped after he hit a city bus stop bench.
Tobler was thrown into a parked car. She and Jacobs died from their injuries.

Morris and a passenger in his car were taken to the hospital with injuries not considered life-threatening.
Morris consented to a blood test and was found to have a blood-alcohol level of .085 percent and marijuana in his system, according to the report.
Morris is charged with two counts of DUI manslaughter resulting in death, two counts of vehicular homicide and two counts of DUI causing damage to a person or property.
