JACKSONVILLE, Fla. - The report from a state investigation says Duval County Public Schools violated policy for teaching students with disabilities.
The report said many ESE teachers did not keep proper records.
It also says the district violated requirements for special instruction in reading and math.
The district must have all of its principals and ESE teachers re-trained by Sept. 1, the report says.
