Activists allege ‘inhumane' conditions at Baker County Animal Control

A video that appears to show dogs surrounded by urine and feces at the Baker County Animal Control has been spreading around on social media.

Heather Evans, who shot the video, said she had to come see for herself after hearing several complaints of "inhumane" conditions at the facility.

“It had not been cleaned for at least two days or so,” she said. “Every kennel had urine in it that the dogs were walking in.”

When we asked Baker County Animal Control manager Kennie Downing about the conditions, she said the video was out of context.

“It looks as if that video was taken right before our animal control actually cleaned the kennels,” Downing said.

Downing said Animal Control only has two staff members, so the kennels can only be cleaned once a day.

The shelter itself is only open for a few hours on weekdays.

Evans said this is a bad situation and won’t help the animals get adopted.

“There’s no explanation for this,” she said. “If I had gotten here first thing in the morning and they hadn’t been cleaned, I can understand it. But this was towards the middle of the day.”

Right now, the county’s animal shelter has no volunteers.
