Rylan Wise: New report reveals why no one will face charges in death of Clay County 11-year-old boy

CLAY COUNTY, Fla. — A new investigative report from the Clay County Sheriff’s Office reveals why no one will face murder or manslaughter charges in the death of 11-year-old Rylan Wise.

Action News Jax told you in May that the boy’s family was fighting for more answers.

The young boy was at his father’s (Larry Wise) home when he died in January. The Clay County Medical Examiner’s Office said he died from a methadone overdose.

The new 81-page report provides more information surrounding the boy’s death.

It includes interviews from both parents, siblings and the medical examiner’s final ruling: suicide by overdose.

According to the report, family and friends said the 11-year-old was depressed and made several comments about killing himself.

The report also indicated there were text messages and videos that revealed Rylan “expressed angst over his living arrangements,” as he split his time between both parents.

At the father’s home, the report states deputies found drugs, including burnt spoons, syringes and pills in the father’s bedroom, but CCSO said there was no evidence of trauma or abuse to Rylan, and no indication that anyone gave methadone to him.

Action News Jax spoke to Rylan’s mother Maddie Wise at a candlelight vigil in Middleburg where hundreds gathered in his honor. She was told that day that charges would not be filed in her son’s death.

“How can there be no charges when we know what we know and seen what we have seen,” his mother said.

The investigative report was released 24 hours later.

Rylan has three other siblings whom his mother is filing for full custody.

In a letter to the Department of Children and Families, Clay County Sheriff Michelle Cook wrote that she believes the other children should not be in Larry Wise’s custody “based on the delay of reporting Rylan’s death, the deplorable home conditions and the presence of drug paraphernalia in the home.”
