Clay woman arrested, accused of selling dogs with forged veterinary documents

A Clay County woman was arrested for selling dogs and state investigators said she used forged paperwork from a local veterinarian to do it.

Sheila Topp was arrested Tuesday on seven charges relating to selling dogs with forged veterinary documents.

Neighbors said they had no clue.

"I just wondered why would you have so many, so often," neighbor Bruce Hall said.

According to the arrest warrant, the investigation started back in October 2016 when Dr. Robert Engle from Baldwin Animal Clinic was sent a copy of an official certificate of veterinarian inspection from an animal hospital with his personal information on it that he said he did not issue.

"That's pretty sad. That's not right," Hall said.

The warrant states that there were three different copies of the document, all with Dr. Engle’s personal information that he said he did not authorize anyone to use.

Action News Jax’s Danielle Avitable went to the home listed on the arrest report to ask her about the charges, but a man demanded we leave.

According to the warrant, Florida Fish and Wildlife Conservation Commission officers were called in to investigate claims that there might be turtles and monkeys on the property.

Action News Jax reached out to FWC for an update on their investigation and was told they would look into the case and get back to us.
