The Florida Fish and Wildlife Conservation Commission believes the birds may have been shot from a boat in open water and washed ashore.
About a dozen birds were discovered Saturday, and it's unlikely officials will find the person responsible since the birds were found heavily decomposed. An FWC representative said its likely the birds were shot by shrimpers.
