Deputies said he stole a license plate from a car parked in a lot near the Christmas tree stand where he robbed someone at gunpoint on Friday.
He put the tag on a Ford Explorer he was driving and fled the area.
Deputies said Winters put a gun to his head during a pursuit, which ended in a crash involving several vehicles.
Winters formerly lived at Neptune Beach but had been reportedly living out of state in recent months.
His cause of death is pending a medical examiner's report, deputies said.
