Grand Oaks development traffic funding questioned during St. Johns County hearing

ST. JOHNS COUNTY, Fla. — The St. Johns Board of County Commissioners on Tuesday had questions about the proposed Grand Oaks development. The issue of funding for potential traffic impacts was front and center.

According to the county, Pulte Home Company, LLC wants to build 512 residential units on State Road 16 between International Golf Parkway and the Interstate 95 interchange.

Pulte’s original plan was for 999 units, but they reduced it to 954 over traffic concerns. Four hundred forty-two properties are already platted, leaving 512 units to be built.

In the current development agreement, Pulte agreed to pay $20 million to cover the traffic impacts that would be created by the remaining 512 homes.

For District 4 Commissioner Krista Joseph (R), the proposed cash flow fell short.

“Is there anyway we could get more money than 20?” Joseph asked.

“So 10 more million. Can we add that to it to make it a better number?” Joseph later asked.

A Grand Oaks representative responded, saying, “Respectfully, even under your staff’s calculations the portioned fair share 20 million is exceeding by over 7 million what is required under state statute.”

Joseph then called up Dick D’Souza, the Growth Management Assistant Director of Transportation, who stated that changes to a local roadway to accommodate the development would cost $80 million to $90 million.

“DOT is designing fully any existing two lane portion so that’s why some of these numbers are a bit higher,” D’Souza said.

The second public hearing is scheduled before the Board of County Commissioners on Oct. 20, 2026.
