JACKSONVILLE, Fla. — A newly released arrest report is revealing disturbing details about last week’s arrest of Brian Orr, a math teacher at Darnell-Cookman School of the Medical Arts in Duval County.
The Jacksonville Sheriff’s Office arrested Orr on charges of offenses against students by an authority figure, lewd or lascivious touching of a minor and child abuse.
According to the arrest report Action News Jax received from the sheriff’s office, the physical interaction was captured on video.

The report states that on Thursday, September 24, Orr grabbed a student’s arm, turned her to the side, and then slapped her behind before telling her, “I’m just playing.”
The arrest report also confirmed that Orr sent emails with the subject line “My day of harassment and terror” to numerous students and school board employees on the same day as the interaction caught on surveillance footage.
In those emails, Orr claimed to be a “serial rapist” and graphically described his actions toward young female students.
The report states that Orr’s “acts, admissions, and explanation of intent” warranted his arrest, which occurred later that Thursday.
Outside of school, Duval County Public Schools policy dictates that employees can contact students only through district-approved and monitored platforms. It is not currently known whether the emails were sent using a district account or a personal account, or if any district personnel caught the emails prior to the arrest.
The school district referred inquiries regarding the investigation to the Jacksonville Sheriff’s Office.

Duval County Public Schools Superintendent Dr. Christopher Bernier addressed the incident last Friday, stating that “enough is enough.”
District 7 School Board Member Melody Bolduc called for an inquiry into administrative oversight following the arrest. “I want a review of our HR process. So were there concerns raised early on that maybe weren’t properly addressed or didn’t come through,” Bolduc said.
Orr is tentatively scheduled to be arraigned at the Duval County Courthouse on Oct. 15.
