A Jacksonville man was arrested for sexual battery this week after a woman said she was raped in Clay County.

Clay County deputies and the Jacksonville Sheriff's Office tracked 48-year-old Keith Adkins to his home on the Westside.

Adkins is accused of raping a 55-year-old woman while making a delivery to her home in January.

According to an arrest report, the victim and Adkins were acquaintances.

On the morning of the alleged incident, the victim had repeatedly called and texted Adkins about something he was supposed to be delivering to the home.

The report says the victim had communicated to Adkins that she was in excruciating pain and was going to take something to help alleviate it.

The report also says she told Adkins she would kennel her dogs so he could enter her home.

According to the report, Adkins knew the victim had taken something that would mentally and physically incapacitate her.

He's accused of taking advantage of her while she was unable to give consent or resist.

Action News Jax Crime and Safety Expert Ken Jefferson says because the victim was in a clouded state of mind, police probably interviewed her several times, which could explain why Adkins was just arrested.

The victim told police she was coming in and out of consciousness and only remembers bits and pieces of what happened.

She said that if she had not been under the influence, she would've never consented to having sex with him.

Adkins is listed as being unemployed on this report.

A public records search shows he is a licensed respiratory therapist.

Adkins is set to have a hearing in Clay County on Nov. 9.
