Jacksonville Sheriff's Office was called to the library on Feb. 3 after someone reported a man wearing a "loud" green shirt had been touching himself in the building.
Officers saw Burch in a neon green shirt walking down Main Street and detained him.
A witness confirmed to police Burch was the man who had been touching himself.
The witness showed police video footage of him standing in the hall with his pants partially down, pacing back and forth.
An elderly woman said she walked by Burch while he was standing against a wall on the conference level.
Library staff reportedly had to wipe down a wall after the incident.

The witness said Burch was also caught on camera touching himself near the children's section of the library in January but he left the library before police got there.
Staff said the library report had a photo of the suspect's face, which was given to police.
Police said Burch denied touching himself at the library.
He was trespassed from all Jacksonville public libraries indefinitely, officials said.
Burch is expected to be charged with lewd and lascivious exhibition committed in the presence of an elderly or disabled adult.
He is currently in the Duval County Jail.
