But parents like Jaclyn Sparkman are concerned about teenagers driving golf carts in her neighborhood, especially where she takes her daughter to play.

"They go flying by the house and I've been cussed out before for telling them to slow down," Sparkman said.

In St. Johns County you have to be at least 14 years old to drive a golf cart.

That's why Sparkman thinks there should be stricter rules.

"I feel like they should take a class or something. They don't know all of the rules of driving and my fear is hitting a teenager in my car," Sparkman said.

In January, 16-year-old Olivia Love was seriously injured when she fell from a golf cart and hit her head on the driveway of a home off of State Road 16.

In July, a 14-year-old boy was injured after hitting his head when another rider set off a firework on a golf cart.

Sparkman said she just wants kids driving golf carts to be safe.

"They have a lot, but if they never had to go on the street it would be so much safer," Sparkman said.

Action News Jax also reached out to county commissioners about golf cart rules and requirements but have not heard back.

The St. Johns County Sheriff's Office has created a Golf Cart Safety booklet, which details the time restrictions a person can drive based on age.

The arrest reports says the driver of the golf cart turned 17 years old on Monday and had only minor injuries from the crash.
