JACKSONVILLE, Fla. — Action News is investigating city elevators after a woman says she was stuck inside.
"I took the elevator to the ground floor, stopped, but the doors opened a few inches then closed back," said Roxanne Weeks.
Weeks said she and four other people were trapped inside the elevator at the main library downtown for 20 minutes. The Jacksonville Fire and Rescue Department said it's the second time this month the elevator has gotten stuck with people inside. Even more concerning for Weeks was the picture she took of the elevator's license.
"It showed certification had expired," said Weeks.

It said it expired in 2013. But when we looked up the license on the state website, it showed it was good through August 2015. That's not the case with the licenses for three other elevators in the main library. All are listed as delinquent, which the state licensing agency told us means the, "licensees failed to renew by the expiration date."
We went to the city for answers. A spokesman emailed us an invoice, showing inspections for the license numbers on the elevators done in July. He said they're working with the state to finalize delivery of certificates.
But the one question no one has been able to answer is if the broken elevator is already up to date, why hasn't a new license been put in since 2013.
"If they haven't changed the paperwork out, they should," said Weeks.
