The local ice cream man accused of carrying pot and chest bumping a parent isn’t permitted to do business at Jacksonville Beach, Action News Jax uncovered Friday.

Cellphone video obtained Thursday shows Murat Tastan’s confrontation with a local father and struggle with police.
Action News Jax’s Beth Rousseau spoke with the dad.
He said the 43-year-old chest bumped him after catcalling his 13-year-old daughter.
Fernando Sola is the area’s other ice cream man, absolutely no connection to Tastan.
The owner of Happy Faces Ice Cream said, “I was pretty upset really.”
He laid out the documentation required to be in business at the beach.

Sola described, "You have to go to the city and you have to go through the background check."
Rousseau looked for Tastan's permits.
Documents form Jacksonville Beach show the 43-year-old hasn’t been licensed to sell ice cream in the city since 2012.
A spokesperson said he isn’t permitted with the City of Jacksonville either.
Local mother Bianka Cruz said, “It’s 100% concerning.”
Records in St.Johns County show Tastan was cited, adjudicated guilty when he failed to appear in court and fined in 2015 for operating his truck on county property.
Rousseau called Tastan to ask why he didn’t have the permits.
According to Tastan his lawyer told him not to speak with the media.
Sola said it gives others in the business a bad name.
“This is a real business," he said. "It is a business -- not just someone who says I’m going to go ahead and sell ice cream.”
Tastan is expected in court for the charges on May 22.
