Some of the dogs were injured, and all were in need of immediate attention. Action News Jax was told many of the dogs had very little contact with humans or experience in being on a leash.
Jackie McDonald, the executive director of the Nassau Humane Society, told Action News Jax Powell was in over her head in the breeding operation and said neighbors complained about the smell and hearing dogs scuffle.
Georgia investigators said if evidence links other to the criminal case, they will be charged as well.
