One of the alleged victims told Action News Jax and authorities she captured the encounter on video.
The arrest warrant for Thrasher reveals he allegedly first told authorities he was using a fake rubber penis.
After a deputy told Thrasher that they viewed a video of the incident, “The defendant then admitted he lied and he actually did pull out his bare penis in public and exposed himself,” the warrant stated.

Thrasher was asked how old he thought the victims were, and he said “maybe 18 or 19,” the warrant said. He was then told the victims were 15, 16 and 17, and then “stated he knew what he did was wrong and that it could traumatize the victims and have lasting effects.”
Thrasher then admitted to the investigator that “he has an issue with flashing and he has been doing so on and off for years.”
He said he had flashed other unknown victims approximately 10 times in the past.
