JACKSONVILLE, Fla. — Action News Jax has obtained the FBI report related to an August 28th raid at the Victory Jewelers jewelry store off Sunbeam Road near Hood Road.
Two Russian National brothers were arrested on August 28th. Court documents alleged that the jewelry store, which hardly ever had customers, was a front for the brothers’ alleged drug operation.
Court documents identify the brothers as Vladislav Chernyshov, 35, a naturalized U.S. Citizen, and Stanislav Chernyshov, 30.

They were arrested on charges of conspiracy to distribute nitazenes — which are synthetic opioids similar to but more potent than fentanyl – despite being labelled as fentanyl-free.
Law enforcement began its investigation following overdoses around the country, including in Arlington, VA.
According to the U.S. Attorney’s Office from the Eastern District of Virginia, court documents state that the Chernyshov brothers’ alleged drug operation began in May 2021.
Stanislav allegedly distributed counterfeit oxy pills on the darknet operating under the nickname “Barbara White.”
Law enforcement later identified Stanislav as the alleged treasurer of a company located at an address with the store signage “Victory Jewelers”.
The documents state that investigators attempted to make undercover purchases in March 2026, but frequently found the store closed with no customers entering.
They observed the brothers allegedly entering and exiting the property numerous times.
Investigators eventually raided the businesses’ trash and found Ziploc bags with pill packaging and drug residue.
Eventually, Action News Jax reported in August that the FBI raided Victory Jewelers on the 28th, as seen in video taken by a nearby business owner.
The video shows smoke in the air, and you can hear what seems to be agents asking someone to come out of the building. In another video sent to Action News Jax, you can see a man in handcuffs.
If convicted, the Chernyshov brothers face a maximum penalty of at least twenty years in prison.
