JACKSONVILLE BEACH, Fla. — It's been three weeks since a Wisconsin man was hit and killed on his last day of vacation in Jacksonville Beach.
Action News Jax is investigating why the driver police say hit Mike Gunderson still has a valid driver's license.
Deborah Brewer has a history of driving drunk, with arrests dating back to 2004.
There are still visible signs of the crash at the scene. Police say Brewer's SUV jumped that curb, drove over the grass and hit Gunderson on the sidewalk. The splintered remains of the palm tree she hit can still be seen. Brewer then struck a parked car and a trolley across the street before finally coming to a stop.
Gunderson drove from Wisconsin to visit Leila Burton and other friends who moved to Jacksonville Beach.
"The fact that all of us down here were actually able to spend his last week with him, it means a lot to us," Burton said.
The night before he was supposed to go home, he was killed. Jacksonville Beach police said Brewer ran over Gunderson while he was walking on the sidewalk.

Burton was with him at a bar just minutes before it happened.
"We're all so happy he was here and we got to spend his last week him and stuff, but we just wish that we could still have said goodbye or got a last hug with him because they were the best," Burton said.
Nearly a month later, Burton said she's frustrated because Brewer can still get behind the wheel and faces no charges.
Jacksonville Beach police said they won't charge Brewer until her toxicology results show if she was drunk or high at the time of the accident.
Police submitted the paperwork to get her license suspended, but the state still hasn't made a decision.
"We don't know how long this is going to last. The legal system takes a long time, with as much goes on and yada yada, but just give us some good news," Burton said.
We went to Brewer's house to get her side of the story, but no one answered the door.
We asked when we can expect to find out if Brewer was drunk or high. The state attorney's office put a rush order on those toxicology results, but police said it could still take six weeks or more.
We looked into Brewer's background and found out she was arrested for DUI in 2004, and in 2006 she was cited for careless driving and arrested for battery.
The police report said she was drunk when that happened.
