Duval County Public Schools enrollment has fallen below 100,000 students for the first time in modern history.
District data shows a steady 16% decline in enrollment since 2015. The current figures mark a significant drop from a decade ago, when traditional public school enrollment stood at more than 115,000 students.
Enrollment in charter schools, homeschooling and state scholarships for private school tuition continues to trend upward.
Fewer students enrolled in traditional public schools directly translates to less state revenue for the district, which education advocates say ultimately impacts both students and teachers.
Norin Dollard, a researcher at the Florida Policy Institute who studies trends in public education, said the state’s Family Empowerment Scholarship is not entirely to blame for the drop.
Dollard said a declining birth rate and increased immigration enforcement are also key factors in declining public school enrollment.
Losing tens of thousands of students creates a substantial financial impact for the school district, Dollard said.
“What happens is, you know, 20,000 kids times - this year - $9,500, or let’s say 10-grand… that’s a huge drop in revenue coming in,” Dollard said.
The loss of revenue raises concerns about weakened classroom resources, reduced student outcomes and teacher retention. Dollard said lower local funding could drive educators to look across state lines for better pay.
“I could live in Jacksonville and drive up into Georgia as a teacher and make more money. So maybe I’m going to do that instead of teaching in my community,” Dollard said.
To adjust to the declining enrollment, Duval County Public Schools announced plans to reallocate teachers and cut more than 100 positions.
As more families turn toward school choice options, Dollard pointed out that alternative educational paths operate under different regulations.
“They don’t have the same requirements to publish how their kids are doing academically. They don’t have to have certified teachers,” Dollard said.
