FLAGLER: Domestic violence offender arrested for third time hours after judge again releases him

FLAGLER COUNTY, Fla. — UPDATE: The Flagler County Sheriff's Office (FCSO) has arrested Roy Carlsisi, again, on Tuesday, June 18 for violating the conditions of his pre-trial release. This time for tampering with his domestic violence GPS ankle monitor, a device designed to protect victims from their offenders.

Twelve hours after his release, FCSO dispatch received a “master tamper” alert on Carlisi’s ankle monitor. Carlisi then called into dispatch and advised that he had to use “extraordinary force” when attempting to charge the device, causing it to break.

FCSO deputies were dispatched to his location where he attempted to explain how the monitor was broken. Carlisi told deputies that when attempting to charge his device, the bands became too tight and his only option was to cut the band with scissors. However, the monitor has a fixed band length, making it impossible for the band to be made tighter or looser.

“This is an offender the court and prosecutors need to take very seriously before he kills his victim,” Sheriff Rick Staly said. “Our deputies are doing their job trying to protect the victim but this violent domestic offender is not learning from his arrests or the judge’s orders. He needs to be kept in jail until his trial. We take domestic violence very serious in Flagler County.”

Carlisi was placed under arrest for Critical Violation of his pre-trial release conditions. He was transported to the Sheriff Perry Hall Inmate Detention Facility and is currently being held on no bond.

ORIGINAL STORY:

The Flagler County Sheriff's Office (FCSO) received a call from Roy Carlisi, 43, on Sonday, June 9 telling dispatchers that there had been an accident at his home and he needed an ambulance. Carlisi was very uncooperative and repeatedly hung up the phone whenever the dispatcher asked questions and attempted to gain more information. Screaming could be heard in the background.  
 
FCSO deputies arrived at the home and attempted contact by knocking on the front door and ringing the doorbell, the Flager County Sheriff's Office said. Although voices could be heard from inside, no one answered the door. Deputies could see through a front window that Carlisi was standing over the victim, his wife, who was sitting on floor. Carlisi made several statements to the victim before finally answering the door, according to the Flager County Sheriff's Office.
 
Carlisi told deputies that everything was fine and that they would not be coming into his home. Deputies then explained to Carlisi that due to the nature of the call and the current circumstances, they would be entering the home. Carlisi became uncooperative and attempted to close his front door. It was at this time that law enforcement forced entry into the home and Carlisi was detained. 
 
When questioned, the victim told deputies that she and Carlisi were arguing in the kitchen when Calisi grabbed her by the throat and threw her to the ground, repeatedly banging her head against the floor.

Calisi was then placed under arrest. While deputies were searching Carlisi, one full tooth and a piece of another tooth were located in his front pocket, the Flager County Sheriff's Office said. When questioned, Carlisi explained that the teeth belonged to the victim and that she had fallen in the kitchen.

The victim was transported to Advent Health Medical Center for treatment. Carlisi was transported to the Sheriff Perry Hall Inmate Detention Facility and was charged with battery domestic violence, assault, and resisting arrest without violence.  
 
The following day, Carlisi appeared before Judge Terence R. Perkins and was issued a pre-trial release and outfitted with a Domestic Violence GPS ankle monitor since the case involves charges of domestic violence. It was explained to him that one of the conditions for his pre-trial release was that he was to stay at least 500 feet away from the victim's home address, which was entered into the GPS system as an exclusion zone. 
 
Less than two hours later, Carlisi returned to the residence, the exclusion zone, the Flager County Sheriff's Office said. Dispatch was immediately notified and FCSO deputies then located Carlisi at another residence in Palm Coast. When questioned, Carlisi told deputies that he did not know he could not be within 500 feet of the address and could not read the pre-trial release conditions given to him upon his release because he did not have his glasses. Carlisi was arrested on suspicion of violating the conditions of his release. 
 
"This is a great example of why the domestic violence ankle monitors are necessary and how they protect victims," Sheriff Rick Staly said. "This guy was arrested, told exactly what the conditions of his release were and still went back to the home anyway. Thanks to this technology, he is being held accountable. He is back in jail and the victim is not in danger." 
 
Carlisi is currently being held at the Sheriff Perry Hall Inmate Detention Facility. He is charged with violation of a pre-trial release and is being held on no bond.
