'Frat house' continues to concern neighbors

JACKSONVILLE, Fla. — It's a problem Chris Prisby said he's been dealing with for months.
 
"Quality of life has definitely been an issue for me and others around this neighborhood," he said.
 
According to Prisby, the house next door is rented out by four Kappa Alpha fraternity guys from the University of North Florida. He's seen partying, heard reveling and even watched a BB gun being used for target practice. The latest incident happened over the weekend.
 
"Sunday morning, I woke up to them shooting a bow and arrow into my fence," Prisby continued.
 
The arrow has been removed, but the markings are still there. Several people, who did not want to go on camera, said enough is enough.

We went to the frat house to see if the complaints were warranted. One of the renters, Esteban Sarmiento, met us at the door.
 
"Our landlord lets us live here. We're trying to do the best we can. We'll work with neighbors if we need to," he explained.
 
Prisby said he's been trying to get answers for a while and finally got a response from UNF President John Delaney. In part, Delaney told him: "UNF has limited ability to control students who live off campus, short of criminal activity. You have an unfortunate neighbor problem".
 
"Very frustrated because basically they're bullying this entire neighborhood into believing that what they're doing, they're safe and OK," Prisby said.
 
The national president of Kappa Alpha reached out to Prisby. He hopes once they talk something will be resolved.
