There was heavy smoke seen coming from the roof. It appears the fire was on the third floor, officials say.
Filipe Gusmao who escaped the fire, said he heard a woman warning people of the fire. He originally thought the popping noise of the glass exploding, was a shooting.
"I heard a lot of popping and cracking I thought it was a shooting. I heard some screaming," Gusmao said.
The Jacksonville Sheriff's Office said they received a call of an explosion at 6:07 a.m. at the complex.
