Neptune Beach doctor license revoked after reports of 'manic behaviors'

NEPTUNE BEACH, Fla. — The State of Florida has restricted the license of Dale Reynolds Fralicker, M.D.

Fralicker is a physician at Family Care Partners in Neptune Beach, Florida.

Employees at Family Care Partners said Fralicker showed “manic behaviors” for several months.

Employees say Fralicker was cursing at patients, calling them late in the evening and inviting them to parties at the doctor’s office.

Fralicker is accused of hosting parties at the health care facility and leaving bottles of beer and cases of wine in the office.

He is accused of improperly prescribing medications and showing force with weight loss.

Employees said Fralicker’s strange behavior was due to self-prescribed amphetamines and Topamax for an attention deficit disorder.

Fralicker was notified in July about complaints concerning his behavior.

Fralicker said he engaged in sexual activity with patients and hired a woman as an assistant the office who he previously had a sexual relationship with.

The Professionals Resource Center diagnosed Fralicker with mood disorder, bipolar spectrum disorder, anxiety disorder, self-reported marijuana abuse and alcohol abuse.

The PRC said Fralicker was not safe to practice medicine.

A spokesman for Family Care Partners tells us they are no longer associated with Dr. Fralicker's office in the wake of the allegations.
