The 31-year-old has been listed as a sex offender since 2009.
He was convicted of lewd and lascivious sexual battery with a victim between the ages of 12 and 15.
Brown has tattoos on his right leg, left arm, chest, abdomen and back.
Authorities also need help finding Edward Parks.
The 51-year-old was convicted of a lewd and lascivious act on a child.
He has also been charged with multiple sex offender violations.
Parks has tattoos on his right shoulder, right arm and head. He also has a scar on his back.
