Juan Jose DelTorro Ramirez, 51, was arrested and charged with domestic violence, KFNS reported.

According to the California Highway Patrol, the girl was traveling in a vehicle with her 22-year-old mother, her 2-year-old sister and Ramirez. The children’s mother and Ramirez began arguing and she pulled the vehicle to the side of the road near the town of Willows, the television station reported.

Troopers said the 8-year-old exited the vehicle and walked out onto the road, where she was hit by another car traveling on the highway, KFNS reported.

Officials said the driver of the second vehicle could not see the child because of poor visibility due to fog, the television station reported.

Dense fog began rolling into central and north-central California early Friday, limiting visibility, KMPH reported.

The driver of the second car remained at the scene, KFNS reported. The girl’s mother was cited and released, while Ramirez was taken into custody by the Fresno County Sheriff’s Office, according to the television station.
