Woman charged in deadly crash that killed 2 Pennsylvania state troopers, pedestrian

The woman whom police said hit two Pennsylvania state troopers and a pedestrian is now facing a list of charges, including third-degree murder.

Jayana Webb, 21, faces 18 charges including third-degree murder, homicide by vehicle, manslaughter of a law enforcement officer, involuntary manslaughter, recklessly endangering another person and driving under the influence, KYW reported.

While it was Webb’s first arrest, a judge denied her bail due to the seriousness of the charges she is facing.

Police said she admitted at the site of the crash to drinking during the night of the incident.

WCAU and KYW reported law enforcement officials as saying the troopers, Martin Mack and Branden Sisca, had stopped Webb prior to the crash on suspicion of DUI, but had to leave her to help a man who was later identified as Reyes Rivera Oliveras, 28, of Allentown on the highway who had been walking on Interstate 95 in South Philadelphia.

Webb is alleged to have driven off, eventually hitting and killing the three men, KYW reported.

The Bucks County Courier Times reported that the car Webb was driving was going at a high rate of speed on the side of the road and hit all three men. The crash threw Mack and Sisca over the barrier into the northbound lanes of the interstate.

Police said she hit the jersey barrier and kept driving, coming to a stop a short distance away on the right shoulder of the highway.

Webb’s attorney, Michael Walker, called what happened “a tragedy all the way around” but added to hold judgment until the facts come out in court.

“We are never the worst thing we have done in our life. If in fact she is found guilty of this, she is more than that and right now she is an innocent person,” Walker told KYW.

When Webb was arrested, the officers used the handcuffs that had belonged to Mack and Sisca and took her to the same barracks where they had been assigned, WCAU reported.
