John Hampton III said his friend of more than three decades was killed in a hit-and-run crash on Sunday in Jacksonville.
JSO identified Bruce Alanzo Williams, 52, Monday afternoon as the victim in the hit-and-run crash.
According to investigators, a bicyclist was hit and killed on New Kings Road near Redpoll Avenue.
Police said the driver took off.
“It’s emotionally draining, you know, that somebody just dies like that," Hampton said.
Neighbors say the cyclist is one of many killed on what they consider a problem road for pedestrians.
“There are not lights. This is dangerous,” Hampton said.
In 2017 Action News Jax reported on at least six pedestrian deaths on the road within an eight-month period.
FDOT said an upcoming project would install lights and sidewalks from Wagner Road to Edgewood Avenue.
On Monday, neighbors said they hadn’t noticed an progress.

A spokesperson said crews were working on a survey and are scheduled to start on the sidewalk this week.
Hampton said it’s not soon enough.
“It’s a tragedy, that’s all I’ve got to say. I’m sorry that its happened,” Hampton said.
