Neighbors in the Southside Estates area are upset after they claim a man has been running a paving business out of his home.
An Action News Jax investigation showed that code enforcement has cited the homeowner multiple times. Neighbors said even with the citations, nothing has changed.

Representatives from the Municipal Code Compliance Division said since 2008 there have been 40 code compliance complaints at the home, and neighbors want this issue to be resolved.
A neighbor, who said he didn’t want to be identified for fear of backlash, said he’s one of many who are fed up with the noise his neighbor is causing.
“It’s been going on three or four years now. You know it’s a lot of noise early in the morning. There’s trucks in and out,” the neighbor said.
Other neighbors claim trucks are often blocking the street. Action News Jax obtained pictures of the backyard of the home. The pictures show pallets filled with pavers and a forklift parked nearby.
“The whole backyard, it’s like a stone lot, like Home Depot or somewhere. It’s still nothing being done, and I’ve contacted the mayor’s office, City Council, every supervisor with code compliance,” the neighbor said.

State records show the address is linked to a business called E&Y Paving and Remodeling LLC.
City code enforcement said there have been dozens of complaints at the home including 28 zoning complaints and eight nuisance complaints since 2008.
It appears the only punishment so far has been fines for a parked trailer in front of the home and changing the appearance of the property without alerting the city. The cost of those fines has totaled about $500.
No one was home when Action News Jax went to the address. Action News Jax briefly spoke with the owner on the phone. He declined to go on camera but said he is not using his home for business.
However, neighbors are just hoping the city will enforce some changes.
“We all live here. It’s a quiet street, and we want to keep it that way,” the neighbor said.
The director of public affairs for the city said they’ve been out to the home three times this week but they haven’t been able to see any activity.
They confirmed they will continue to monitor the situation before they can take enforcement action.
