Taylor was struck by a 2017 Camry driven by Natasha Atkinson, 27, of Orange Park. Atkinson had two small children in the car with her.
Atkinson pulled over right away, and alcohol was not a factor, the FHP said.
The FHP report didn't state if the dog was found or recovered.
