City of Jacksonville code enforcement visits Southside 'house of horrors'

A home off Bowden Circle East has continued to make neighbors uneasy as they walk or drive by.

Action News Jax was there in February when human remains were pulled from the home.

But even with the owner, Russell Tillis, behind bars, the home is still a big problem.

“You see washing machines, you see dryers, you see things collecting mosquitoes, and they’re telling people to empty their stuff,” said neighbor Dave Eichenlaub.

Action News Jax was out at the beginning of the month when neighbors complained of high grass and debris in the yard.

After our investigation aired, the front yard was cleaned up, and now we learned this weekend that someone came out and mowed the back.

“He weeded everything, he didn’t haul anything away in his little trailer, and then he took off,” said Eichenlaub.

But problems still persist.

Eichenlaub says tree branches have landed on the home, causing water to sit and animals run through the yard.

“You see the cat chasing the rats on top of the roof, and all that,” said Eichenlaub.

We were the only news crew there as code enforcement officers came for another inspection Monday.

They walked around the property with a video camera and told me they were looking into site clearance to remove yard debris, but Eichenlaub says cleaning the property isn’t enough.

“We need the place torn down,” said Eichenlaub.

We’ve reached out to the city to see what came of the inspection today, and we also reached out to the city councilman for this district and this is what we've learned:

· Nuisance Case – cited on 6/15/16 for nuisance vegetation (overgrowth) and garbage/trash/rubbish/debris. Update:  due to a large amount of debris verified on the pre-abatement inspection on 7/14/16, Code Enforcement is soliciting bids for heavy debris removal.

· Residential Case – cited on 4/3/15 for various minimum housing standard issues. Update: this case is scheduled for a Special Magistrate hearing later this month.

· Unsafe Structure Case – cited on 6/24/15 for unsafe structure violations (accessory structure and carport).  Update: this case is pending solicitation of bids for demolition of 1 accessory structure (carport). The other accessory structure has since been removed.

· New citation issued since original inquiry -  Property cited on 7/12/16 for an improperly constructed accessory structure (not meeting setback requirements, no proper foundation or tie downs/anchors, etc.). This case is pending re-inspection next month.
