Developer asking for $2M in incentives to build mixed-use complex in North Jacksonville

An economic incentive package worth nearly $2 million has been filed with the Jacksonville City Council, as part of a developer's plan to build a mixed-use development in North Jacksonville.

Uptown Signature Development, Inc. proposes to develop the “River City Crossing” on a 162-acre parcel inside the Jacksonville International Airport Community Redevelopment Area (JIA CRA) at Owens Road and Max Leggett Parkway.

The development will include a retirement home, offices, a restaurant, bank, warehouse, senior living center and gas station, providing 160 new jobs and investing more than $33 million in the area. Uptown has committed to creating 20 permanent full-time positions in Jacksonville by the end of Dec. 2020.

If approved by the City Council, Uptown will receive no more than $1.95 million in incentives from the city of Jacksonville through the JIA CRA Redevelopment Trust Fund.

The city’s Office of Economic Development would oversee the project, according to documents filed with the council.

Since the legislation is fast-tracked, it will be introduced at the Dec. 13 council meeting then likely approved after two readings.
