A woman recorded a video who said she driving in the Palm Coast area when she saw a dog on top of a trailer while the car was driving on Interstate 95.
The driver reportedly got off of SR 100, and the woman said she could not get the driver's license plate.
The women posted the video on Facebook. She she could see a letter 'S' carved into his leg. The woman said on Facebook she saw the dog chained, but it's hard to see a chain in the video.
People posting on Facebook said they have sent the video to authorities in Flagler County.
People who responded to the video on Facebook are angry and asked the woman why she did not call 911.
The video has over 1,000 Facebook shares and over 40,000 views as of 12 p.m. on Thursday.
The video was posted about 6 p.m. on Wednesday.
