Jacksonville DCF worker fired after trying to steal thousands of dollars from elderly women

A former Department of Children and Families employee pleaded guilty to trying to scam the people she was supposed to protect.

Sandra Rosenberg of Jacksonville was fired after she was caught trying to steal tens of thousands of dollars from an elderly women.

In 2013, Sandra Rosenberg was an adult protective investigator for DCF.

The victim was a woman she had been investigating.

Rosenberg and her boyfriend Eric Moffatt tricked an elderly woman into signing paperwork from her hospital bed, giving them permission to fix her porch, but in reality she was signing over her home.

Rosenberg then put a lien on the victim's home and hired a contractor to make several expensive repairs to the home so it could be sold.

That same year, Rosenberg tried to convince another elderly woman to give her thousands of dollars.

Documents reveal Rosenberg told the woman to sign over her house. When she refused, Rosenberg threatened to go to the city and condemn the home if the women didn’t hand over $65,000.

Eventually, the women hired an attorney and Rosenberg was told to stop harassing her.

Court records say Rosenberg was eventually arrested and pleaded guilty to a number of charges.

She is expected to appear before a judge for a sentencing hearing

DCF sent Action News Jax a statement:

We were deeply disturbed when we first learned about these allegations in the fall of 2015.  We acted immediately to remove the investigator from her work, and we quickly notified another region of DCF to do a thorough and independent investigation.  As a result of the evidence that was found, we terminated the employee in November 2015.

DCF takes our role in protecting the vulnerable very seriously. We will not tolerate the exploitation of any vulnerable adult or child.
