Clay County to launch relief program for residents, small businesses

CLAY COUNTY, Fla. — Clay County announced it’s launching relief grant programs for families and business owners impacted by the COVID-19 pandemic.

Beginning July 27, residents and businesses located in Clay County can apply for a one-time cash payment through the county’s CARES Act program.

Clay County was awarded $38,257,784 in CARES Act Funding.

The county accepted the first 25% of funding in the amount of $9,564,446.

Families and individuals can receive a one-time cash payment of up to $1,000 per household to help with mortgage, rent, or utility payments.

To qualify, you must be a Clay County resident and prove an economic loss on or after March 1, 2020 that is directly related to the COVID-19 pandemic.

The county said to make sure you have the following information readily available to fill out your application:

  • Funding from other organizations
  • Information on unemployment
  • Financial ways impacted by COVID-19
  • Assistance you’re requesting
  • Household financial status before March 30, 2020
  • Names of individuals in the household

Small business owners that qualify for the grant program can receive a one-time cash payment of up to $2,000.

The funds can only be used to reimburse the cost of business interruption caused by required closures due to the COVID-19 pandemic, and that were not paid by insurance or other federal programs.

You must be a Clay County resident and have your business physically located in Clay County to apply.

Other requirements include, the business must have been in operation since Oct. 1, 2019, with no more than 25 full-time equivalent employees, and have suffered business interruption on or after March 1, 2020.

Eligibility checklist for small businesses:

  • Business suffered financial loss after March 1, 2020 in an amount at least equal to grant amount from business interruption caused by required closures or business reduction resulting from COVID-19 public health emergency (which was not reimbursed by any insurance or any federal program).
  • Business is not a tax-exempt organization pursuant to Section 501 (c) of Title 26 of the United States Code.
  • Business has an Active Status and a Date Filed on or before October 1, 2019 as shown on SunBiz, the Florida Division of Corporations website.
  • Business is physically located within the boundaries of Clay County, FL.
  • Business has been operating since at least October 1, 2019.
  • Business can demonstrate either ongoing or reopening of business operations as of July 1, 2020.
  • Business is expected to be fully operational after local and state emergency restrictions and guidelines expire.
  • Business is not a publicly traded company or a subsidiary of a publicly traded company.
  • Business does not have any current or unpaid liens or taxes and is not operating in violation of any state, federal, or local laws.
  • Business did not exceed $2 million in 2019 gross receipts or sales.
  • Business employed no more than 25 full-time equivalent employees (equivalent to 1,000 total average weekly hours for all employees) prior to March 1, 2020.Business is able to provide all required documentation listed on the Business Assistance Application Checklist.
  • No funds or other resources that may be received from the County upon approval of this Application may be used directly or indirectly to influence legislation or any other official action by the Florida Legislature or any state agency.

Applications will be reviewed in the order they are received.

The deadline to apply is Sept. 8 or until all funding has been distributed.
