The video continues to show the driver narrowly miss a guardrail, completely stop in the middle of the road and then make an illegal U-turn. Robling said he called 911 and then started record after the driver almost hit his vehicle, as well.

"My fear was he was going to run someone off the road with children," Robling said. "I didn't have my kids with me, but God forbid someone with kids was on the road."

Once Robling stopped recording, an officer found the driver.

According to an arrest report by the Jacksonville Sheriff's Office, an officer found the same vehicle driving south on San Jose Boulevard at I-295 around 7:15 p.m. Thursday.

It states, "The vehicle crossed the land divider lines multiple times almost striking multiple vehicles." It also states the vehicle made complete stops in the middle of the road.

When the officer pulled the vehicle over, the arrest report states he found 41-year-old Theresa Hice to be the only person in the car. He described her as "confused," with "blood shot and watery eyes" and lethargic movements. It also states he found three opened small bottles of liquor inside the vehicle.

Hice failed the field sobriety test and was arrested that night.

According to jail records, Hice was released the next day and charged with a DUI.
